[15] Commercialisation and care sufficiency: the privatisation of children’s homes in England

Interpretation: Children’s homes open in the wrong places in England. We show this; then evaluate how much is explained by home ownership. We find that the more profit-motivated an owner is, the more likely it is to open and operate in areas where services are not needed.
